ISO 19443 — Nuclear Supply Chain Quality Management
The Standard That Separates Serious Nuclear Suppliers From the Rest
The UK nuclear sector is growing. Hinkley Point C is under construction. Sizewell C is in development. Great British Nuclear’s Small Modular Reactor programme is advancing. The pipeline of nuclear work in the UK over the next two to three decades is substantial — and the supply chain organisations that will win that work are those that can demonstrate, with evidence, that their quality management systems meet the specific and demanding requirements of nuclear procurement.
ISO 19443 is that demonstration.
GC Logicals provides ISO 19443 implementation and support for supply chain organisations entering or expanding within the nuclear sector, working in partnership with LRQA (lrqa.com) — one of the world’s leading certification bodies — as part of their official consultant network.
WHAT IS ISO 19443?
ISO 19443:2018 is the international standard specifying quality management system requirements for organisations in the civil nuclear sector supply chain — those that supply products and services important to nuclear safety (ITNS).
It is built on the foundation of ISO 9001:2015 — adopting its entire structure and requirements — and then goes significantly further, adding nuclear-sector-specific requirements that reflect the unique safety culture, traceability obligations, and risk management demands of nuclear procurement.
In plain terms: ISO 19443 is what ISO 9001 looks like when the consequences of failure are measured not in financial loss but in public safety.
How Does ISO 19443 Differ From ISO 9001?
ISO 9001 is a broad, sector-neutral quality management standard applicable to virtually any organisation. It establishes a framework for consistent delivery of products and services that meet customer and regulatory requirements. It is a strong foundation — but it was not designed with nuclear safety in mind.
ISO 19443 takes that foundation and builds a nuclear-specific structure on top of it. The differences are significant:
Nuclear Safety Culture
ISO 19443 introduces explicit requirements around nuclear safety culture — the attitudes, values, and behaviours at every level of the organisation that prioritise safety above commercial or programme pressure. This is not a soft requirement. Certification bodies assess safety culture as a substantive element of the audit.
Products and Services Important to Nuclear Safety (ITNS)
ISO 19443 requires organisations to identify which of their products and services are Important to Nuclear Safety and to apply enhanced controls to those items throughout design, procurement, manufacture, and delivery. This classification drives the level of control applied — and must be demonstrable with documented evidence.
Supply Chain Control
The standard imposes significantly more rigorous requirements around supplier and subcontractor control than ISO 9001. Organisations must demonstrate that their supply chain is managed with the same nuclear safety culture and ITNS awareness that applies to their own operations. You cannot simply approve a supplier on price and delivery record.
Counterfeit, Fraudulent and Suspect Items (CFSI)
ISO 19443 introduces specific requirements for the identification and prevention of CFSI entering the nuclear supply chain. This includes documented processes for supplier verification, material traceability, and the handling of suspect items — requirements with no direct equivalent in ISO 9001.
Configuration Management
Enhanced requirements around design control, change management, and configuration management — ensuring that what is manufactured is demonstrably what was designed, and that any changes are formally controlled and approved.
Records and Traceability
ISO 19443 requires a level of records management and traceability that goes significantly beyond ISO 9001. In nuclear procurement, the ability to demonstrate what was done, by whom, with what materials, to what procedure, verified by what inspection — years or even decades after manufacture — is not optional. It is a fundamental requirement.
More Descriptive. More Rigorous. More Demanding.
ISO 9001 tells you what you must achieve. ISO 19443 tells you what you must achieve and is considerably more prescriptive about how you demonstrate it. Certification body audits against ISO 19443 are correspondingly more rigorous — more detailed, more probing, and less forgiving of gaps between documented intent and actual practice.
INDUSTRY ADOPTION AND FUTURE REQUIREMENTS
The UK nuclear sector is at an inflection point. The combination of new build programmes, life extension projects, decommissioning activity, and the emerging SMR pipeline represents the largest sustained period of nuclear investment in a generation.
Hinkley Point C — the 3.2GW EDF-led new build project in Somerset — has driven significant supply chain development and raised the bar for supplier qualification across the nuclear sector.
Sizewell C — the proposed 3.2GW successor project in Suffolk — will require an even larger and more capable supply chain, with quality management requirements at least as demanding as those applied at Hinkley.
Great British Nuclear and the SMR Programme — the UK Government’s commitment to Small Modular Reactors represents a long-term pipeline of nuclear work with supply chain requirements that will be defined around nuclear-specific quality standards from the outset.
The Direction of Travel Is Clear
Nuclear tier 1 contractors and operators are increasingly requiring ISO 19443 certification — or demonstrable equivalence — as a condition of supply chain qualification. Organisations without it are finding themselves excluded from tender lists regardless of their technical capability.
The question for supply chain organisations is not whether ISO 19443 will be required. It is whether they will be ready when it is.
WHAT CERTIFICATION DEMONSTRATES
Achieving ISO 19443 certification is not a administrative exercise. It cannot be gamed with a folder full of procedures that nobody follows. Certification body audits — particularly those conducted by experienced nuclear sector auditors — are designed to establish whether your quality management system is genuinely embedded in your organisation’s culture and operations.
An organisation that holds ISO 19443 certification has demonstrated:
- That it understands and applies nuclear safety culture at every level
- That it can identify and appropriately control products and services important to nuclear safety
- That its supply chain is managed to nuclear sector standards
- That its records and traceability systems would withstand scrutiny years after delivery
- That it has robust processes for preventing counterfeit and suspect items entering its products
- That its quality management system is not a document on a shelf but a functioning, audited, and continuously improving system
In a competitive nuclear supply chain, that demonstration sets you apart. It tells procurement teams, tier 1 contractors, and nuclear operators that your organisation takes quality seriously in the way that nuclear safety demands — not because you have to, but because you understand why it matters.
MY QUALITY PHILOSOPHY
GC Logicals does not hold ISO 19443 or ISO 9001 certification. As a sole trader consultancy, the commercial case for formal certification does not stack up.
What GC Logicals does hold is thirty years of experience operating in sectors where the consequences of quality failure are serious — and a genuine belief in the value that a well-implemented quality management system adds to an organisation. GC Logicals operates in line with the philosophy of both standards — not to put a certificate on the wall, but because the discipline, rigour, and systematic approach they demand produces better outcomes. Every time.
That understanding — from the inside out — is what GC Logicals brings to ISO 19443 implementation support.
